Pedestrians who cross in the middle of roads endanger all of us

I am writing about a very, very dangerous traffic issue that is happening. I don't care what kind of a highway you are on and or if you are going 25, 40 or 50 miles an hour, all of a sudden out of nowhere the car in front of you stops. This car stops to let a person cross the highway.

Is there no such thing anymore as "jay walking"? Is this a new law now that a pedestrian can do what ever they want to and we have to watch out for them no matter where they turn up?

I can see it when there is a crosswalk but, my God, they are crossing everywhere now and people just stop! I wonder just how many rear-end crashes are going to happen over this one, or how many have happened.

I am terrified that someone is going to hit me from behind because of this issue. Can you tell us: is this now a law or are people confused and doing a very stupid thing?
